Ministers plan major changes to Send education in England

Labour is planning significant reforms to the special educational needs and disabilities (SEND) system in England as councils struggle with massive deficits. A Guardian analysis reveals that most upper-tier councils have accrued substantial SEND-related debts, with at least 12 forecasting deficits exceeding £100 million—some as high as £312 million.
